Abstract
This article highlights the ideological evolution and publicistic work of the historian and social democrat N.A. Rozhkov in Siberia from May 1910 to January 1912 and his influence on political exiles and democratic readers of the newspaper "Irkutskoe slovo". The article's focus is the transition of Rozhkov from radical revolutionism to social democratic reformism based on the possibility of the peaceful transformation of "predatory capitalism" to "civilized capitalism". It is shown that the Tsarist system of punishment by exile of those convicted for political reasons not only could not eradicate serious opposition to authority but could not even stop the work of influential revolutionary and oppositionary groups.

Abstract
The article reckons the issues of the Armenian-Turkish relationships deeply rooted in as yet unresolved “the Armenian issue” and the genocide of Armenians in the late XIX - early XX centuries. The author has carried out a summarizing analysis of documentary historiography on the nature, history and evolution of the relationships, emphasizing the historical background and factors influencing the current state of relations and perspectives for their resolving. The detailed survey was focused on the evaluation of the approaches and ideas given by various authors on the situation and perspectives aimed at normalization of the relationships between the two countries. Based on the research, the author construes the necessity of prerequisite recognition by Turkey of the genocide by denouncing the activities carried out by the Ottoman Empire and the Young Turks governments. Consequently, it would allow Armenia and Turkey to elaborate on mutually agreed means for the dispute settlement.

Abstract
Absract. The article scrutinizes the problem of full cover of the “cold war” concept in the Russian textbooks for secondary schools on the History of Fatherland. The author analysed 19 Russian textbooks, published since the 1990-s up to the present time. The main content of the research is the analysis of the way the theme of “cold war” is represented in the textbooks, as well as the completeness and consistency of the narration. Besides, special attention is given to such logical elements of theme development as defining the conflict and the reasons of its origin. It is shown that in discussing the historical phenomena of the “cold war” it is obligatory to cover such essential concepts as defining the event and the reasons for its origination.

Abstract
The article examines the crisis in the Roman-Italian relations in the second half of the 20s of the II century BC. Particular attention is paid to the political struggle between the Senate and the Gracchans around the law of Fulvius Flaccus in 125 BC, as well as to the revolt of the Latin colony Fregellae and the foundation of its place Fabreteria Nova - the colony of Roman law. Fulvius Flaccus tried to resolve the crisis in the Roman-Italic relations by peaceful means, attempting to satisfy the interests of all sections of the Italian society, but failed. That was the reason for the Fregellae revolt and predetermined the further relevance of the Italic issue in Roman politics.

Abstract
The article focuses on the problem of France’s participation in the process of forming state boundaries in the Middle East and North Africa. The authors identify the interests of France in the Middle East in the early XXth century, that have determined the position of France and its concrete steps to divide the spheres of influence in the former Arab provinces of the Ottoman Empire. The authors distinguish three key factors that have influenced the position of France in the question of borders in the region of the Middle East and in North Africa. They are: the importance of the Ottoman Empire for resisting the spread of Russian influence in the East; Franco-British rivalry in the region; the colonial policy of France and the support of non-Muslim and non-Turkish peoples of the Ottoman Empire by the national liberation movements.

Abstract
This article examines the role of B. Yeltsin's personality in building up Russian-American relations, as well as in formulating the rules and conceptual bases for interaction. The appropriateness of methods for conducting the interaction is also mentioned. The author devoted considerable attention to studying the memories of B. Yeltsin's closest associates. The article clarifies the specifics of the actions of the first president of the Russian Federation and its foreign policy guidelines. The article proves that Boris Yeltsin paid considerable attention to the interests of the United States and often neglected the interests of Russia.

Abstract
The subject of the enclosed research deals with the brief history of the integration processes in the former Soviet Union and in North America. The study is based on the analysis of a number of historical sources and historiography on the subject. The authors come to the conclusion that the history of the development of integration processes in North America and the former Soviet Union is characterized by common features. The authors believe that it is the involvement into the regional integration projects that is the key to successful economic development of the states in the North American region, as well as in the former Soviet Union.

Abstract
At present there are several hypotheses on the origin of the Proto-Slavs and the localization of their homeland. According to one of them the Proto-Slavs as an ethnic and linguistic community were separated from the late Indo-Europeans in the Danube region and were incorporated into the Ancient European community in the north of Central Europe in the form of the Luzhits culture, mixing there with post-Corded Ware cultures of the Komarovo Tshinec cultural circle, and dislodging the Tshinets culture to the Middle Dnieper in the XIIth-XIth centuries BC. The second wave of resettlement of the Proto-Slavs in alliance with the Goths from the Vistula to the Dnieper region occurred in the 2nd century AD. The author uses the method of correlating some data of archeology with the linguistic ones. The conclusion is made that according to the new research the Slavic homeland is localized in the Middle Dnieper.

Abstract
The article analyzes the socio-economic aspect of the work “Experience of education with respect to Russia” (1804) written by an outstanding Russian enlightener of the late XVIII - early XIX centuries Ivan Pnin (1773-1805). Special attention is paid to the historical context that preceded the writing of this work. Analyzing the author's position on the peasants’ question, the researcher concludes that Pnin was a supporter of the idea to provide serfs with the right of owning movable property. Besides, Pnin considered the property as a category, i.e. as a guarantor of socio-economic and legal rights of the serfs. The historical significance of Pnin’s essay is in his reform initiative, and the reform was more pragmatic compared to Radishchev’s protest statement.

Abstract
The article reveals the peculiarities and problems of interaction between the Moscow governor-generals and the governors at the turn of the XIXth and XXth centuries. The legal and personal factors of mutual relations of the higher officials of the province are investigated in the article. The author analyzes the changes in the distribution of powers in the administrative staff at the time of the «exceptional position» in the province and the period when the post of governor-general was vacant. It is concluded that legally the powers of the governor and the governor-general were not completely delimited, as it was an obstacle to their effective interaction within the system of the provincial administrative staff. Relations between the authorities were determined not only by their official status, but also by their personal qualities.

Abstract
The article is devoted to V.I. Grinevetsky's book "Post-War Perspectives of Russian Industry", written in 1918. The author analyzes the concept outlined by the scientist, which influenced the activities of the electrification commission in Russia. A number of sources to reveal the degree of its impact are also analysed. The author substantiates the idea that Grinevetsky's text is not only a scientific monograph, but also a civil manifesto that really united the Soviet power and technical intelligentsia. On the basis of the study, it is concluded that the work of the MVTU rector belongs to those historical phenomena that made possible the alternative development of the USSR, as well as the realization of the new economic policy in the country.

The article discusses the role of architecture in housing construction in the USSR. The author analyzes the speech of N.S. Khrushchev at the all-Union conference of builders in 1954. The author examines the period when in the practice of design and construction emerged the phenomenon of "embellishment". The author examines the restructuring of the housing policy in the Soviet Union after I.V. Stalin's death, when the pomp of the Stalinist architecture came into conflict with the objectives of an acute housing crisis solution.

Abstract
The article is devoted to the chronicle of the political events that took place in the Chechen Republic in the period of 1990-1991: the formation of political groups and parties, Johar Dudayev’s coming to power. In his work, the author uses publications, interviews of direct participants and witnesses of events, as well as expert opinions on this topic. According to the results of the research, the author concluded that the leadership of Russia could not evaluate the new political situation in the Chechen-Ingush Autonomous Soviet Socialist Republic at an early stage thus provoking the escalation of the situation in the region.

Abstract
The purpose of the article is to study the problem of political functionality of social advertising in the perspective of foreign experience. It is shown that social advertising has political functions in many countries for a certain reason - the main impulse is reported by the state. Otherwise it happens with active cooperation of the state and commercial sectors. Among the political functions of social advertising there are: the function of the power and the existing public order legitimization; political-axiological; civil-patriotic; electoral and lobbying functions. The author analyzes the way social advertising shapes the political agenda in the United States, China, Japan, South Korea, Germany, France and Switzerland. It is concluded that at present there is a serious risk of purposeful politicization of social advertising subjects, which can consolidate stable negative political stereotypes, "images of the enemy" in society.

Abstract
The article is devoted to the problems of ensuring the rights and interests of Russian compatriots abroad after disintegration of the USSR. The article examines political and legal means used by Russia to resolve the situation of compatriots abroad and their resettlement in Russia. The effectiveness of these norms is also evaluated. The article underlines the positive trends in solving the problems of compatriots. In particular, the improvement and development of relevant legislation is indicated, as well as the diplomatic efforts in the framework of international organizations, and the implementation of the Program of voluntary resettlement of compatriots. The issues of strengthening of integration processes in the Eurasian space and implementation of measures aimed at formation of positive image of Russia within the country and abroad are scrutinized. However, in the opinion of the author, comprehensive securing of Russian compatriots’ rights and interests will be possible only after the failure of the West's policy of double standards in human rights protection as the geopolitical interests of the USA and some countries of Western Europe are the main obstacle to the formation and development of the "Russian world".
