Abstract
In the present article the author makes an attempt to research the January 1, 1810 Manifesto "Formation of the State Council" and to show the way the State Council of the Russian Empire developed, as well as the order of its formation and its activity in the period of Alexander I's governing. On the basis of historical and legal analysis the author tries to define the legal status of the State Council, to show its place in the system of state power during the period of Alexander I's governing. The article mentions advantages and disadvantages of developing the State Council. Besides, the contemporaries’ points of view on the reorganization of the state organs at the beginning of the XIXth century are shown.

Abstract
In the article, based on archive materials, the principal components and features of church life in industrial enterprises of Moscow province are under study. In the late XIX century on the initiative of Russian Orthodox Church and factory administrations churches and chapels were built, prayer rooms within large industrials complexes were organized. Traditional church life at the factories helped to mitigate the gap between urban and rural areas, and had positive impact on the resolution of labor disputes and mores of the workers.

Abstract
The article discusses the results of Prince Vladimir Mikhailovich Golitsyn’s activities as a mayor of Moscow (1897-1905) and of the Moscow City Duma headed by him. The author analyses their activities in such spheres as: municipal services, improving the style of city management, business etiquette in Moscow at the turn of the XIX-XX centuries. On the basis of previously unpublished archival materials the author analyzes the main changes in social and political situation in business and political elites of Moscow, as well as the way the patriarchal traditions of governing the city of Moscow. The author concludes that Prince V.M. Golitsyn’s governing period became a kind of university for Moscow managers of the new formation.

Abstract
The article deals with the problems of developing timber industry in the European North of Russia in the XIXth century, represented on the example of Velsky district in Vologda province. The peculiarities of forest exploitation in the Russian North and the specific “velsky” way of timber processing are described. The author singles out two tendencies of peasants’ forest crafts development: intensive growth of “rural industry” by the middle of the XIXth century and lagging behind (in technologies, in product quality, in organizational and production forms, in outputs and profitability) by the end of the century. The factors, interfering the development of a small-scale, semi-house production into a larger and profitable one, are analyzed.

Abstract
In the article a historical reconstruction is performed showing the initial period of tourism institution activity through the prism of the formation of specific sectors in Russian economy. This reconstruction can be carried out through the following objectives: a) to follow the process of the tourism institution material base and structure formation; b) to figure out the way the policies in the field of tourism (especially human resources) and the improvement of the forms and methods of work affected the amount and structure of the tourist flow; c) to analyze the main activities of the tourism institution and its dependence on the changes in the international situation and turns in the internal politics of the country’s party and state leadership.

Abstract
The article studies an insufficiently known question of historiography - the position of women in the Japanese society at the turn of the XIX century and beginning of the XX century. The author performs an analysis of the position and role of women in Japan during the period of the revolution of Meiji and the overthrow of the shogunate, which strongly influenced the further development of Japan. The revolution was aimed at modernizing the entire Japanese society and affected both all the spheres of society functioning on the whole, and of women in particular. The main focus of this article is on the areas where the role and position of women can be seen most clearly, namely: family, economy, art and religion.

Abstract
The author of the article examines the economic relations between Germany and Nepal at the turn of the 20th-21st centuries. The aim of the bilateral cooperation is to help Nepal gain greater political stability, overcome Civil war consequences and decrease the level of poverty. The priority directions of the cooperation between Germany and Nepal are: energetics, economic relations and humanitarian cooperation. NGCCI makes a significant contribution to the economic relations between the states. Despite the political and social, and economic instability in Nepal, one can notice the economic growth and gradual shaping of the civil society.

Abstract
The article is devoted to the participation of Indian troops in major operations of the allied armies against Italian-German forces on the territory of Tunisia during World War II. British India actively participated in the war, its troops acting on many theatres of operations including North Africa. The article contains the analysis of the Indian units actions as a part of the British Army, their cooperation with the troops of other countries participated in the battle for Tunisia. Special attention is paid to the specifics of Indian units’ combat employment. The conclusion is made of the Indian soldiers’ role in the victory over the fascism in Tunisia.

Abstract
This article describes a difficult and important period of Canadian conservatism, which is devoted to the struggle for power of the Reform Party and the Canadian Reform Conservative Alliance under the leadership of Preston Manning and Stockwell Day during the general elections of 1993, 1997 and 2000. Therefore the author draws the reader’s attention to the general election campaigns of the right Conservatives, as well as to their attempts to make the parties nationwide, applicable to the interests of the Canadian voters. The author underlines that the right Conservatism in Canada is an essential part of the whole process of the Conservatism development in this country.

Abstract
The article analyzes the characteristic features and peculiarities of Soviet soldiers and officers’ behavioral paradigm in Germany in 1945. The main focus of the research is the consideration of the most important historical, psychological and political issue of "not accomplished revenge" of the Soviet Union against German civilians as a response to the occupation policy of the Third Reich in 1941-1943. The comparative analysis of the approaches of the warring parties enabled the author to come to the conclusion that both the authorities and citizens of both states implemented the occupation policy differently, due to fundamental differences between the goals of the war, which led to diametrically opposite results.

Abstract
The article analyses the reasons and factorial motivators of the campaign for revising the results of World War II, launched on the threshold of its seventieth anniversary. The content of this campaign correlates with the context of new information and psychological warfare against Russia. Political purposes of revising the historiography are reconstructed. The author gives the description of the technologies suggesting the use of historical myths for solving the problems of modern geopolitical conflict. The author concludes that to ensure national security it is necessary to provide the formation of a sacral historical matrix of Russia, and, first of all, to sacralize the feat of the people in the Great Patriotic War.

The article deals with the reasons and consequences of the reconsideration of the results of World War II, aimed at diminishing the USSR’s role in the victory over fascist Germany. The author mentions a number of little-known facts to prove the existence of a strategic plan to create “New World Order” initiated by the West and its “fifth column” in Russia.

Abstract
The article is devoted to the birth of Potsdam geopolitical system. The authors show the Western powers efforts to create a supranational system of financial internationals and explain the reasons for the discontent of the West with the process of turning the Soviet Union into a superpower. The article is an attempt to reveal the civilizational code of the USSR / Russia and to prove the impossibility of its further existence of the pro-American fairway.

Abstract
The article describes the importance of the Yalta-Potsdam system of international relations and the causes of the Cold War. The author argues that the confrontation between the West and Russia (no matter how it is called) is inevitable, due to their civilizational differences. From this point of view the documents signed in Yalta (February 1945) and Potsdam (July-August 1945) and reflecting+ the contribution of the Soviet Union in the victory over fascism are a logical extension of the traditional, long-term Russia's policy to protect its borders and preserve its statehood.

Abstract
In article the major conditions and factors which predetermined the victory of the Soviet people in the Great Patriotic War are defined. The attention is focused on the patriotism of the country leaders, soldiers of army and fleet, and the citizens of the country who rallied on repulse of the Nazi Germany’s armed aggression. The author analyses the key stages of the Great Patriotic War, the liberation of the territory of the USSR and the countries of Eastern and Central Europe. The article defines the exclusiveness of the all-Russian patriotism phenomenon as the most important factor of the victory in the Great Patriotic War, and the formation of the USSR as the leading state in the world community during the post-war period.

Abstract
The authors analyze the techniques of informational-propagandistic aggression of Nazi Germany against the Soviet Union. The article describes the three basic technologies of political propaganda - "white", "gray" and "black". Concrete cases of Nazi manipulative practices are shown. Actualizing the problem of manipulative influence of propaganda techniques on modern citizens, the authors raise the question of preventive and protective measures to protect the society.

Abstract
The article deals with the transformation of state and public institutions during the Great Patriotic War. The author analyzes the moral and political aspects of the centralized model of Authority and Governance created during the wartime which provided military and labor mobilization the necessary for the victory. This model of party-bureaucratic dictatorship in the postwar years was transferred to Eastern Europe. Today the attitude of the society to this model involves assessing the USSR’s role in the victory over fascism.

Abstract
The article deals with the national historiography of the problem of Ilmen (Novgorod) Slovenes. The chronological framework of the historiographical review is defined by the second half of the XX century and the beginning of the XXI century. The period is characterized by the increased attention to the investigation of Slovenes. Therefore, the generalization of the research results is relevant. The author determines the basic problems and approaches to the theme existing in the national historiography.

Abstract
The present article, introducing for the first time into scientific circulation the relevant archive materials, considers the history of foundation of the Smolensk section of the All-Russia public-political youth organization "Young Guard of United Russia (YGUR)". Exemplified by Smolensk region the role of archives in the description and analysis of the activities of the contemporary youth movement is demonstrated, in particular, those which support the government’s course and actively participate in the life of the region. The article uses the documents of legal character, annual plans of the organization work, passports of regional youth programs and other materials.

Abstract
The article analyses the principle of political relativism, actual for the methodology of social development presented in the works of outstanding Russian thinkers of the first half of the XX century of P.N. Novgorodtsev and S.L. Frank. Within this principle the question of means and ways of political progress got new understanding. They were considered to be the correlation of an absolute public ideal with relative socio-historical forms of objective reality. The principle of political relativism became an alternative to the radical approaches to socio-political reforms dominating in the Russian liberalism.

Abstract
The article presents the author’s conceptual view of such important issues as the evolution of approaches to the USA and NATO in Military Doctrines of the Russian Federation. The objects of analysis are the Military Doctrines of Russia. The subject of analysis is the research of the factors promoting changes in Russia’s approach to the USA and NATO. The novelty of the research is based on the author’s innovative approach to the actual problem, associated with the release of the Russian’s updated Military Doctrine, the changes in it and the new attitudes to the USA and NATO. The author concludes that the evolution of the military doctrine is connected with the activity of the USA and North Atlantic Treaty Organization in the context of realization of their own military strategy.

Abstract
In the presented article, the author gives account of the establishment of interstate relations between Russia and Central American countries from their origin up to present days. The answers are given to such questions as how specifically were these relations established and what factors have influenced the foreign policy of Central American countries. In the article, a special accent is put on the transformation of the mentioned states’ policy considering recent events: unstable situation in Ukraine, Crimea’s accession to the Russian Federation, Western sanctions against Russia. Moreover, the author provides an outlook of Russian perspectives in the Central American region. Also author researches what interests our country has in this region.

Abstract
The article discusses the multifactorial phenomenon of globalized and mutually integrated international economy - interstate and, in particular, cross-border cooperation and its role in the development of countries and separate regions, as well as international cooperation. The article deals with all aspects of this interaction, which is not limited to economic cooperation. The problems of cross-border cooperation and ways to overcome them are given. Besides, the analysis of cooperation between such countries as the Republic of Kazakhstan and the Russian Federation, which are closely connected by international treaties, bilateral agreements and a large common border.

Abstract
The article describes the main problems associated with different scientific interpretations of the essence of political protest, traditional approaches to the content and transformations that occurred during the last two decades in different regions of the world. The social nature of political protest is shown, which is based on the political interests of various social groups and strata of society. In the author's understanding the political protest behavior of the masses is presented not only as a destabilizing factor in society, but also as a stimulus with a positive potential, contributing to overcome the political passivity, apathy of many people, caused by the feeling of their political weakness ingrained in the public consciousness.

Abstract
The article considers the essence of a democratic political regime as a form of organizing the political system. This regime reflects the relationship between government and society, the level of political freedom and nature of political life in the country. In a brief historical retrospective (from Plato and Aristotle, the classics of ancient Greek philosophy, to modern concepts of democracy) the evolution of democratic political structure of a society is shown. Its essential features and principles are characterized. It is shown that a democratic political regime manifests itself differently in different countries, which causes main advantages and weaknesses of democracy in the modern world.
