INTERNATIONAL LINKS OF THE RUSSIAN FEDERATION HIGHER SCHOOL IN THE CONTEXT OF GLOBALIZATION (1991-1999)
Abstract
The article is dedicated to the study of international
links of the Russian Federation higher school in 1990s
and shows the influence of the integration processes in the
field of education on the development of Russian universities,
both in the Centre and in the regions. The author notes that
the decentralization of the Russian education management in
the 1990s led to the rapid growth of educational organizations.
As a result they got an opportunity to establish international
links in the field of higher education and science. One more
opportunity was to act in the international arena as subjects
with certain powers.
