Neocolonial status of russia in the 1990s and its impact on the situation of civil servants and public sector employees

Abstract

Aim. Identify the peculiarities of the formation of the neocolonial status of Russia in the 1990s and determine its impact on the socio-economic situation of civil servants and public sector employees, considering this transformation as a result of an institutional and ideological shift, accompanied by a change in the role of the state.

Methodology. The main content of the study is an analysis of scientific literature, statistical data and conceptual approaches to the study of transformations in the post-Soviet space, while using comparative historical, systemic and institutional methods, which made it possible, comparing various sources and interpretations, to identify patterns of changes in the social status of civil servants.

Results. The analysis showed that the formation of a model of state structure based on market principles, the rejection of ideology and the weakening of the social function of the state, led to a sharp decline in the standard of living of civil servants and public sector employees who lost their previous social status and material support.

Research implications. The theoretical significance of the study lies in the clarification of the concept of neocolonial status in relation to Russia in the 1990s, and practical – in the possibility of using the conclusions obtained in the development of modern social and personnel policies aimed at raising the status of this category of citizens.
