Цель. Выявить особенности формирования неоколониального статуса России 1990-х гг. и определить его влияние на социально-экономическое положение государственных служащих и работников бюджетного сектора, рассматривая данную трансформацию как результат институционального и идеологического сдвига, сопровождавшегося изменением роли государства.

Процедура и методы

Процедура и методы. Основное содержание исследования составляет анализ научной литературы, статистических данных и концептуальных подходов к изучению трансформаций на постсоветском пространстве, при этом использованы сравнительно-исторический, системный и институциональный методы, позволившие, сопоставляя различные источники и интерпретации, выявить закономерности изменения социального статуса государственных служащих.

Результаты

Результаты. Проведённый анализ показал, что формирование модели государственного устройства, основанной на рыночных принципах, отказе от идеологии и ослаблении социальной функции государства, привело к резкому снижению уровня жизни государственных служащих и работников бюджетной сферы, утративших прежний социальный статус и материальное обеспечение.

Теоретическая и/или практическая значимость. Теоретическая значимость исследования заключается в уточнении понятия неоколониального статуса применительно к России 1990-х гг., а практическая – в возможности использования полученных выводов при разработке современной социальной и кадровой политики, направленной на повышение статуса данной категории граждан.

Aim

Aim. Identify the peculiarities of the formation of the neocolonial status of Russia in the 1990s and determine its impact on the socio-economic situation of civil servants and public sector employees, considering this transformation as a result of an institutional and ideological shift, accompanied by a change in the role of the state.

Methodology

Methodology. The main content of the study is an analysis of scientific literature, statistical data and conceptual approaches to the study of transformations in the post-Soviet space, while using comparative historical, systemic and institutional methods, which made it possible, comparing various sources and interpretations, to identify patterns of changes in the social status of civil servants.

Results

Results. The analysis showed that the formation of a model of state structure based on market principles, the rejection of ideology and the weakening of the social function of the state, led to a sharp decline in the standard of living of civil servants and public sector employees who lost their previous social status and material support.

Research implications

Research implications. The theoretical significance of the study lies in the clarification of the concept of neocolonial status in relation to Russia in the 1990s, and practical – in the possibility of using the conclusions obtained in the development of modern social and personnel policies aimed at raising the status of this category of citizens.
