The means of punishments used by the Party as a means of influence at the technocratic elite (example of the region of Angara-Enisey, years 1964-1991)

Abstract

The article gives an analysis of
the punishments directed to the regional elite
of technocracy. The official typology included
a reprimand, a severe reprimand, and exclusion
from the Communist Party of the Soviet
Union. The author also indicated the means
which were used at the regional level to confirm
and support the superiority of the bureaucracy
of the Party. These latent punishments
included barriers of elections into the
highest communistic bodies, refusal to grant a
reward of governmental importance; dissatisfaction
of the highest State bodies by the work
of the particular leader, critics in the official
press editions of the Communist Party.
