Interaction of state institutions and nongovernmental organizations in the questions of the realizationof policy concerning compatriots abroad

Abstract

The article is devoted to the problems of
the interaction of the State and the society in a diasporas
area. The author proves the position about dominating
role of the State in Russia in relationships with
forming institutions of the civil society.
Despite the incompleteness of the interaction of the
institutions of the civil society and the State, it is possible
to ascertain, that a definite system of attraction of
public structures to the decision of diaspors problems
has already developed.
