THE FIRST STEPS OF OUTBOUND TOURISM IN THE USSR
Abstract
In the article a historical reconstruction is performed showing the initial period of tourism institution activity through the prism of the formation of specific sectors in Russian economy. This reconstruction can be carried out through the following objectives: a) to follow the process of the tourism institution material base and structure formation; b) to figure out the way the policies in the field of tourism (especially human resources) and the improvement of the forms and methods of work affected the amount and structure of the tourist flow; c) to analyze the main activities of the tourism institution and its dependence on the changes in the international situation and turns in the internal politics of the country’s party and state leadership.
