Abstract
The article discusses the role of architecture in housing construction in the USSR. The author analyzes the speech of N.S. Khrushchev at the all-Union conference of builders in 1954. The author examines the period when in the practice of design and construction emerged the phenomenon of "embellishment". The author examines the restructuring of the housing policy in the Soviet Union after I.V. Stalin's death, when the pomp of the Stalinist architecture came into conflict with the objectives of an acute housing crisis solution.
