A formation and a development of public communications as a social phenomen

Abstract

The analysis of the great deal of
documents and archives let the author examine the
formation of the public communications at the begining
of XX cen. (1900-1917); in the reorganization
(1985-2000). The author examined the policy of the
soviet government purposeful on the structuring of
the public communications the conception of the reorganization
including the idea of the reorganization
of the activity of the public associations.
