Показаны концептуальные основы создания советских право- охранительных органов, применявших карательные методы охраны правопорядка. Характерной чертой указанного периода была активная деятельность различного рода специальных судов и органов, на- деленных правом внесудебной репрессии. The article analyses the use of emergency measures of public order protection in Russia during the first years of the Soviet power. It shows the conceptual foundations of the establishment of the Soviet law machinery, which applied punitive methods of law and order protection. The active work of all kinds of special courts and agencies with the power of extrajudicial repression was the characteristic feature of the mentioned period. The revolutionary sense of justice was the basic principle of law enforcement, and the struggle for power was the main purpose
