В статье рассматривается история перестройки управления народным хозяйством в 1957 г., уделяется внимание конкретным вопросам образования совнархозов, проанализированы причины перехода к территориальной форме управления. Отмечена обстановка поспешности осуществления реформы и непродуманности некоторых ее сторон, рассматривается внутрипартийная борьба, в ходе которой противники Н.С. Хрущева пытались не допустить ломки ведомственной системы руководства.
The article considers the history of the national economy management reconstruction dating back to 1957. The author gives special attention to the definite issues of establishing the economic councils. He also analyses the reasons for switching to the territorial form of administration in that period. The article describes the reform as being realized in haste and poorly thought-out. The article examines the inner- party struggle as a period during which Khrushchevs opponents tried to prevent breaking of the departmental system of administration.
