Работа ориентирована на анализ роли политического менеджмента в обеспечении эффективного функционирования российской избирательной системы. Политический менеджмент рассматривается в качестве альтернативы традиционным приёмам «административного ресурса». Выявив взаимосвязь политической культуры с политическим менеджментом, автор предлагает проектное решение в области популяризации отечественного избирательного процесса и демократии. Исследование опирается на данные социологических опросов.

The scientific work is focused on the analysis of the role of political management in ensuring the effective functioning of the Russian election system. The political management is considered as an alternative to traditional methods of «administrative resources». Having identified the interrelation of political culture with the political management, the author proposes a draft decision in the field of promotion of domestic electoral process and democracy. The research is based on the data of public opinion polls.
