В данной статье рассматривается опыт избирательной комиссии Тамбовской области, которая при содействии с Тамбовской областной думой имеет право внесения законопроекта по избирательной тематике. Автор обращает внимание на создание нормативной базы на примере разработки проекта закона «О территориальных комиссиях Тамбовской области». Особо выделяется проблема перевода деятельности территориальных избирательных комиссий на профессиональную основу. В заключение делается вывод о роли ЦИК России в законотворческой деятельности комиссий субъектов.
The article examines the experience of Tambov Region Election Committee, which is under the auspices of the Tambov Regional Duma has the right of submitting a draft law on elections. The author draws attention to the creation of a normative base by the example of developing a draft of the law «On Tambov Region Territorial Committees». The issue of ensuring a professional basis for the territorial election committees’ activities is given special attention. The author comes to the conclusion about the role of the Central Election Committee of Russia in the law-making activities of the territorial committees.
