В статье изложен и проанализирован опыт управления крупнейшим исполнительным земским органом - Московской губернской земской управы от начала появления в 1865 г. до 1893 г. Данный период в московском земстве связан с именем Дмитрия Алексеевича Наумова - первого председателя губернской управы, занимавшего этот пост на протяжении почти 30 лет. Большую роль в управлении различными институтами играет кадровая политика, которую, по мнению автора статьи, Д.А. Наумов проводил грамотно и эффективно, что сказалось на результатах работы Московского земства. Не обошел автор и недостатков в управлении этих новых для своего времени местных органов.
The article describes and analyzes the experience of the executive management of the largest district in Moscow gubernia Zemstvo from the beginning of its appearance in 1865 up to 1893, the period in the Moscow Zemstvo associated with the name of Dmitry A. Naumov, the first Chairman of the provincial Council, who held the post for nearly 30 years. Important role in the management of various institutions played personnel policy. The author of the article considers D. A. Naumov carried out that policy wisely and effectively, which affected the results of the Moscow Zemstvo’s activities. The author also mentioned about the drawbacks in the managing these new local authorities for that time.
