В 1918 г. по инициативе руководства консервативного профцентра США -Американской федерации труда (АФТ) - создается межамериканское континентальное профобъединение - Панамериканская федерация труда (ПАФТ). Она ставила своей целью ввести латиноамериканское рабочее движение в русло проамериканского реформизма, включить профсоюзы в общую систему экспансионистской политики США. Курс АФТ в Латинской Америке со всей очевидностью прослеживается на примере Панамы, где территориальная зона межокеанского канала превратилась в колониальный анклав США.

In 1918 on the initiative of the conservative trade-union center USA - American Federation of Labor (AFL) - inter-American continental union association - Pan-American Federation of Labor (PAFL) - was created. It was aimed at entering the Latin American labor movement into the mainstream of рго-American reformism, as well as at including the unions into the overall system of the expansionist policy of the USA. The course of the AFL in Latin America is clearly seen on the example of Panama, where the territorial area of the inter-oceanic canal became a colonial enclave of the United States.
