Цель. Рассмотрение особенностей местоположения некоторых губернских и уездных учреждений (присутственных мест) Российской империи дореформенного периода на примере Московской губернии.

Процедура и методы

Процедура и методы. Проанализирован корпус материалов Российского государственного исторического архива, Центрального государственного архива г. Москвы (ЦГА Москвы), а также адрес-календари жителей Москвы. Работа основана на применении комплекса научных принципов и методов, среди которых особенно стоит выделить историко-генетический, историко-сравнительный, историко-типологический и историко-системный методы.

Результаты

Результаты. Проведённый анализ показал, что в первой половине XIX в. государственные учреждения нередко сталкивались с отсутствием подходящих для их размещения помещений, одной из причин чего являлись проводимые в данный период масштабные реформы в области государственного управления, значительно расширявшие бюрократический аппарат. При этом проблема нехватки места на практике зачастую решалась посредством расположения присутственных мест в не отличавшихся должным удобством и функциональностью арендованных помещениях или же путём приёма посетителей по месту проживания чиновника, что не могло не отражаться на должном функционировании рассматриваемых институтов.

Теоретическая и/или практическая значимость. Освещая вопросы пространственной организации губернских и уездных учреждений Российской империи первой половины XIX в., данное исследование вносит вклад в изучение истории государственных учреждений России.

Aim. This study examines the location characteristics of certain provincial and district institutions of the Russian Empire (also known as "prisutstvennye mesta") during the pre-reform period, using the example of Moscow Province.Methodology. The research analyzes materials from the Russian State Historical Archive and the Central State Archive of Moscow, as well as address calendars of Moscow residents. The work is based on a set of scientific principles and methods, among which the historical-genetic, historical-comparative, historical-typological, and historical-systems methods are particularly noteworthy.Results. The analysis revealed that in the first half of the 19th century, state institutions often faced a lack of suitable premises for their operations. One of the reasons for this was the large-scale reforms in public administration taking place during this period, which significantly expanded the bureaucratic apparatus. Consequently, the issue of space was often addressed by placing institutions in rented premises that lacked proper convenience and functionality or by receiving visitors at the officials' residences, which inevitably affected the proper functioning of these institutions.Research implications. By shedding light on the spatial organization of provincial and district institutions of the Russian Empire in the first half of the 19th century, this research contributes to the study of the history of state institutions in Russia.
