В статье исследуется проблема изменения юридического статуса городских органов самоуправления в начале ХХ века. Рост численности населения и доходности городов ставил перед одними городами задачу получения прав на полноценное самоуправление с городской думой и городским головой. Для тех городов, где думы уже существовали, главным стало стремление выделиться в самостоятельную земскую единицу, исключив тем самым отчисления в земский бюджет.
The author examines the problem of modification of legal position of town institutions of local governing at the beginning of XX century. The population upsurge caused requirement of getting by the towns the competent self-government with municipal duma and mayor. Towns having the competent self-government pressed towards getting the of self-dependent legal position. So these towns could to get right not to pay assessments to budget of zemstvo.
