The practical importance of a theme is caused by a modern state of affairs on Southern Caucasus and first of all - recent aggression of Georgia against South Ossetia and a recognition Russia and other countries independence of Abkhazia and South Ossetia. This importance is caused as by remaining intensity between Azerbaijan and Armenia concerning Nagornogo Karabaha and other problems which are available between them in modern conditions. The high theoretical importance of a theme of article since is not present in the modern politological literature of unequivocal representation either on political culture, or on ethno-political conflicts.
