In this article an analysis of political developments having place in Russian society of first half of 1920s was made according to new views on the basis of wide range of sources including documents from formerly closed funds. It shows organization and campaigning to the Soviet authority during the period of fulfillment of Soviet reactivation policy (1924-1926). The measures taken by the government to direct the peasantrys political activity into the stream of Soviet construction are also stated in the article. The reasons led to ballot strike in 1924 and reasons led to denial of any attempts of democratization of countrys electoral system are as well analyzed in the article; discriminatory nature of the legislature treating the majority of countrys rural population is underlined in the
