In A.V.Zavrazhinas clause are a question of reorganization of an education system in Russia during Nikolays I reign, in 20- 40th years of XIX century. The theory has been put in a basis of imperial policy «An official nationality», which kernel was made with an ideological triad of a monarchy - orthodoxy, autocracy, a nationality. The theory had the purpose to subordinate all system of education in the country to will of the monarch to avoid an opportunity of revolutionary shocks in Russia; to carry out a policy of russification in all subordinated territories and to enter imperial patriotism as the main element of ideology of autocracy in education of Russian young men.
