В статье рассматриваются трансформация системы государственно- го управления; влияние пространственных факторов на специфику хозяйственного устройства страны; типы территорий Рос- сийской империи, различающиеся степе- нью самостоятельности. Анализируется характер освоения присоединенных терри- торий, организация там самоуправления, миграционные процессы. Делаются выводы о специфике административно-территори- ального устройства Российской империи, о несовпадениях зон ответственности органов административного управления с районами действий финансовых, судебных и военных ведомств.
This article discusses the transformation of public administration, the impact of spatial factors on the specifics of the economic structure of the country, the types of territories of the Russian empire, with different levels of autonomy. The character of the development of attached territories, the organization of self-management there, the migratory processes are analyzed in the present paper. Conclusions are made about the specifics of the administrative-territorial structure of the Russian Empire, of the divergent areas of responsibility of the administration and the areas affected by the financial, judicial and military agencies.
