Рассмотрена деятельность городских органов самоуправления в сфере общественного призрения. На материалах Московской и Тульской губернии (фонды 85 «Тульское городское попечительство», 778 «Попечительство Тульского дома призрения бедных», печатные отчеты о деятельности городских попечительств Московской гу- бернии) проводится сравнительный анализ столичной и провинциальной благотвори- тельности: сопоставляются способы, виды, условия и размеры помощи, оказываемой го- родскими попечительствами. В условиях мо- дернизации, начавшийся во второй половине XIX в., повлекшей имущественное расслое- ние в обществе, деятельность попечительств во многом способствовала социальной адап- тации бедной части населения к новым эконо- мическим условиям. Недостаток денежных средств, направляемых на благотворитель- ность, в провинции компенсировался попыт- ками создать более разветвленную систему адресной помощи, а также сотрудничеством с церковными попечительствами.
This article is devoted to the activity of city self-government institutions in the sphere of Charity. On the basis of Moscow and Tula province (funds 85 «The Tula city guardianship», 778 «Guardianship of the Tula almshouse poor», printing reports about activity of cities guardianship of Moscow district) the comparative analysis of the capital and provincial charity is carried out: kinds, conditions and the sizes of the help rendered by cities guardianship are compared. In the conditions of the modernization of the second half of the XIX-th century which has entailed property stratification in the society, guardianship activity promoted in many respects social adaptation of a poor part of the population to new economic conditions. The lack of money resources directed on charity in a province was compensated by attempts to create more branched system of the address help, and also by the cooperation with church guardianship.
